    PvE Gearing (outside of raids) should be similar to PvP Gearing

    Blizzard finally readded PvP vendors to the game and the system attached to it is great. Every few hundred rating, you have access to a higher tier of gear. PvE players are flocking to PvP because PvE gearing is abysmal, yet PvP feels rewarding.

    M+ should work the same. Instead of gear, chests at the end of the run should give Justice and Valor points. Valor points would have a weekly cap (say, doing 5-10 keys gets you capped depending on the levels you're clearing) and would be used to purchase the actual gear. Justice would have no weekly cap and would be the currency used to upgrade pieces of gear, but is not as abundant as honor.

    Like PvP gear there could be 7 tiers of upgrades between 184 and 226, and the tier available to you would be determined by the average of highest keys you've ran across all 8 dungeons.

    • all dungeons cleared at +2 would unlock 190
    • +4 = 196
    • +6 = 202
    • +8 = 208
    • +10 = 214
    • +12 = 220
    • +14 = 226
    • +15 cleared in all dungeons could give access to 233 weapon upgrades, but for a high cost

    Like PvP gear, I would say to expect enough Valor to purchase one item per week, with some remainder, with weapons costing more. So the players that have been clearing 10s would at this point be wearing mostly 208/214 gear, with a few 220s from their vault. Meanwhile players that have been clearing +14/+15 for a few weeks would still be wearing mostly 208/214, or a fewer amount of targeted 220/226 pieces alongside their 226 vault rewards.

    This would make the Great Vault more of a bonus that mostly helps you determine where you need to spend your Valor.

    Furthermore, this could be taken a step further by allowing crafters to buy new crafters marks with Valor so that they can craft their own BoP upgradeable 184 base pieces with unique transmogs.

    Idk about you guys, but with WQ gear being useless since day 1, emissaries not giving anything, M+ and raid loot being scarce, and the Great Vault being even more frustrating than the weekly chests because you have up to 9 reasons to be upset instead of 1, I feel like something needs to change. I've spent more time PvPing this expansion than anything else because it's actually rewarding again. I haven't PvP'd this much since Cataclysm, nor have I had the desire to do arena since BC/Wrath.
